The Navy Pier at Harold E. Holt Naval Communication Station is consistently ranked among the best shore dives on Earth. The steel piling structure is so heavily encrusted with marine growth it barely resembles a man-made object. Wobbegong sharks pile on top of each other in the shaded corners. Giant Queensland groper cruise the deeper pilings. Lionfish, nudibranchs, moray eels, batfish, and schooling trevally share the same compressed space. Entry requires a permit through a licensed Exmouth dive operator.
